How We Simplified Government Paperwork with an AI-Powered Platform

We developed an AI-powered platform that helps people complete government documents, including passport applications, passport renewals, visas, and other U.S. government paperwork, without confusion or long waits., normal

The service helps users move through each step of the application, checks for mistakes, and connects them with government-registered couriers who can hand-carry documents to passport offices when needed. The main goal is to lower stress, avoid delays, and help people get important documents approved on the first try., normal

Challenges

One of the biggest was working with the State Department website and automating document submissions. During peak times, we saw submissions getting blocked several times a day, sometimes around 5-10 times a day, when many requests came from the same IP range. To keep submissions running, we had to rotate IPs carefully and control retries after timeouts.

Payment failures were another major issue. During busy periods, roughly 15-20% of payments failed on the first attempt due to gateway errors, bank declines, or checkout timeouts. This led to repeated attempts and unsuccessful checkouts. We needed a more reliable way to process payments so people could complete orders without having to retry multiple times. Security was also important because users were providing personal information, but the product still had to feel simple and easy to use.

Strategic Solutions

We used a mix of automation, clear design, and a courier network that provides expedited hand-carry options. On the frontend, we used Next.js with Material UI and CSS to build a simple layout and a step-by-step form flow.

On the backend, we chose Nest.js to handle the main business logic and long-running processes. We used PostgreSQL, MongoDB, GraphQL, WebSockets, and Supabase to manage data and support live status updates. Puppeteer helped us automate form-related tasks and reduce manual work.

To avoid blocks during submissions, we set up a smart IP rotation system that spreads requests on multiple clean IPs and limits repeated failures from the same address. To improve checkout performance, we added merchant rotation to route payments more effectively, which reduced failed transactions by retrying through alternate merchant routes instead of forcing users to re-enter payment details. We used Vercel along with several AWS services such as EC2, Lambda, SQS, and S3, plus Supabase Edge Functions for hosting and file storage.

Key Deliverables and Impact

We delivered a web-based platform with a clean UI, stable backend systems, cloud infrastructure, and AI-powered support features. These include smart assistants built using rule-based logic according to government requirements and application details. People answer simple questions in plain language, and the system automatically fills in the correct forms.

Before launch, users often encountered incomplete forms, failed payments, and delays due to multiple retries and resubmissions. After implementation, the experience became more reliable, quicker to complete, and easier to understand, and it cut average completion time from about 50 minutes to under 15 minutes. People can now finish their documents with fewer repeated checkout attempts and fewer form rejections due to missing or invalid fields, with fewer mistakes and less back-and-forth.

Final Thoughts

This platform turned a difficult government paperwork process into a simpler digital experience. It brings automation, submission tracking, secure systems, and customer support together in one place. It also shows how the right mix of web technologies, rule-based automation, and hosted infrastructure can resolve specific issues such as submission blocking and checkout failures without adding extra steps for users. This case study explains how to design clear form flows for complex government rules and how to build dependable backends and AI-powered assistance that minimize stress and improve the user journey.
